The phone is communication and connection with others. A call in a dream is a message, from someone or from your unconscious.
When the dream feels light
A good call promises news, reconnection and understanding.
When the dream feels dark
A phone that does not work or a call you cannot hear points to communication blocked or feeling cut off.
Ask yourself
Who is trying to reach me, or whom am I trying to reach?
